Iligan Under Modified Community Quarantine: Rules and Guidelines

DECLARING THE ENTIRE CITY OF ILIGAN UNDER MODIFIED COMMUNITY QUARANTINE AND PROVIDING FOR ITS GUIDELINES

 

PUBLIC INFORMATION: Executive Order No. 40

I. On Entry of Private and Public Transportation

1. Travel intothe territorial jurisdiction of the City of IIigan whether in vehicles such as cars, motorcycles, scooters, motorelas, trucks, pickup or on foot is strictly prohibited except as set forth hereunder;

(a) Members of the Philippine National Police, the Philippine Army, Marines, Airforce, Coast Guard, Fire Department, Bureau of Jail Management who are on active duty and on written mission orders and can show their current, valid and pertinent government issued identification cards or papers are exempted from this travel ban;

(b) Health workers, members of the Philippine Red Cross,Department of Social Welfare and Development (DSWD) City Social Welfare Department (CSWD), duly accredited first responders such as rescue units and personnel and frontliners such as security personnel, physicians, nurses, physical therapists, medical technicians etc., whileon call/duty and with a current, valid and pertinent government issued identification card or paper and written mission order;

(c) Accredited essential workers such as for utilities, electronic, medical and computer technicians, duly accredited media practitioners on duty and with current, valid and pertinent government issued identification cards and/or papers;

(d) City and barangay government officials and employees while on duty and/or written mission orders and with current, valid and pertinent government issued identification cards/papers;

(e) Officials and personnel of essential and duly registered business/industrial establishments or offices in Iligan City while reporting for duty or returning there from and/or while on duty and with current, valid and pertinent government issued and employer’s identification cards/papers or a copy of their valid, current and pertinent business permit;

(f) Vehicles and personnel in transit or passing thru the City of Iligan provided that they have a current, valid and pertinent government issued identification card/papers. Provided further that those who intend to stay in Iligan City for more than one hour shall register themselves at the nearest checkpoint upon entering the territorial jurisdiction of Iligan City. Their registration shall be in writing and shall include such details as full complete formal and legal name, personal circumstances, complete address, contact person, telephone and/or mobile number;

(g) All passengers of incoming private vehicles who are just passing thru Iligan City may be allowed entry and they are accompanied and/or monitored by marshals of PNP/AFP/SCAA/Joint Task Force until their vehicles and they are out of the territorial jurisdiction of Iligan City;

(h) Passenger vehicles, cargo trucks and other vehicles carrying cargoes such as marine and agricultural products, grocery supplies, medicines and medical supplies, gasoline, LPG, needed hardware materials, and those of similar nature, may be allowed entry to Iligan City. The movement of the said vehicles and their cargoes shall not be hampered, delayed, prohibited, stopped, or in any manner impounded or sequestered provided itstravel complies with the provisions hereof, duly and legally imposed protocols, procedures, laws rules and regulations including those requiring disinfection and inspection.

(i) All personnel and drivers of delivery and passenger vehicles shall present a medical certificate attesting that they are of good health, free ofany contagious disease or afflictionand shall pass the inspection or test for possible COVID-19 infection. They shall present their current and valid government issued identification cards or papers, register their complete and legal names, complete address, contact number, nationality, civil status (single, married, separated, divorced, annulled, widow or widower) plate number of their vehicle and history of travel;

Only two passengers and the driver are allowed inside, to board and/or travel in delivery vehicles.

(j) Returning residents of Iligan whether in vehicles or on foot shall present proof of residence in Iligan City by means of a current, valid and pertinent government issued identification card/paper such as Voter’s IDs, employees IDs, school ID, passport, seaman’s book, postal ID, and similar documents. They shall register at the first checkpoints located at their entry to the City of Iligan such as at Barangays Buru-un, Maria Cristina, Dalipuga, Abuno, Puga-an and Lambaguhon etc., their full and legal names, complete address, contact person, telephone and/or mobile number, and history of travel;

2. All persons entering the City of Iligan shall be subjected to body temperature scan and those with body temperature of 38 Degree Celsius or above upon screening shall be held temporarily at the checkpoint which shall be reported to the Emergency Operations Center (EOC) for appropriate action;

3. No aircraft, passenger or cargo vessel shall land, dock, anchor, stay or come in the Port of Iligan or the City of Iligan for the purpose of disembarking or loading passengers travelling to or out of Iligan City without the previous written permission of the City Mayor or his duly authorized representative in writing;

4. Members of the Philippine National Police, the Philippine Army, Marines, Airforce, Fire Department, medical personnel, the Philippine Red Cross and duly accredited first responders on duty or on a pertinent mission are exempted from the prohibition of disembarking and embarking on any ship, craft, boat, vessel etc., in the port of Iligan;

5. Cargo vessels and aircraft loading or unloading essential commodities such as food, medicines, medical supplies, essential building materials, needed spare parts etc., may land, dock or anchor in the suitable landing area, wharf or pier or stay in an anchorage of the Port of Iligan for the purpose of loading and or unloading the said materials without previous written permission of the City Mayor or his duly authorized representative in writing;

6. Helicopters, drones, balloons, or any type of aircraft whatsoever are subject to the foregoing rules and regulations;

7. For neighboring municipalities, cities and provinces, only LGU designated officials can enter Iligan City for purposes of purchasing/pick-up/loading commodities for their constituents;

8. For the purposes of number 7 above, entries shall be once a week, either on Mondays, Wednesdays or Fridays only and they shall have with them and present to the checkpoint of entry the following:

a. Their corresponding LGU issued Identification Card or current, valid and pertinent written proof of employmentwith the LGU concerned

b. Written Travel Order/Permit issued by the local chief executive of the LGU concerned

c. Certification or Sworn Statement of travel history;

d. Health Certificate issued by a duly licensed, registered and accredited physician that he/she has no signs or symptoms of COVID-19;

e. Certification that the vehicle is officially designated, in writing,by the local chief executive;

f. Maximum of one passenger and one driver per vehicle

g. The Travel Permit/order shall indicate their destination and/or business establishments for purposes of purchasing basic commodities

h. The Travel Permit/Order shall only be valid only until five (5)PM of the date issued;

i. Maximum of two (2) LGU official vehicles are allowed per city/municipality;

j. Driver and passenger shall undergo the usual procedure and protocol followed and/or enforced at checkpoints;

k. Driver and passengers shall wear face mask or appropriate coverings of mouth and nose and bring along hygiene kits such as 70% alcohol or hand sanitizer; and

l. The driver and passenger(s) shall deposit their ID at the checkpoints. In return the receiving officer/personnel shall give them the appropriate receipt for the said deposit. The ID’s shall be upon departure from Iligan City or continued stay herein, returned to its rightful owner who claims the same by presenting and returning the receipt previously given to him;

II. Resumption of Operation of Public Transportations within Iligan City

1. Public Utility Jeepneys, Taxis, Kalesa, pick-ups, multicabs, trisicads etc.,are allowed to operate within the city provided they observe social/physical distancing. The allowable passengers are be:

Jeepneys – half of its maximum capacity including the driver;

Taxis – maximum of three (3) persons including the driver;

Kalesa – maximum of three (3) persons including the “kutsero”;

Trisicads – maximum of two (2) persons including the driver.

Social distancing on these transportation vehicles may be done by observing the “one seat apart” policy, limiting the number of passengers, and implementing the mandatory wearing of masks by the driver and passenger(s). Public Transport drivers are directed to check if passengers are bearers of a quarantine passor certification from their employer that they are in the workforce.

No person shall be allowed to board and/or drive/operate a passenger or private vehicle without any face mask or adequate and effective face covering and a quarantine pass/work certificate. Those who are on board who are not wearing their face masks or face covering or without a quarantine pass/work certificate shall be required to disembark. The vehicle shall not continue with its trip unless that person gets off. This requirement of wearing of face mask and face coverings shall have no exception whatsoever no matter the work, condition, status, rank, profession, employment of whatever nature either in the private or public sector;

III. Resumption of Operation of Establishments

1.All business establishments, offices or companies shall continue with their usual business and shall exercise flexible schedules or maintain skeleton workforce in accordance with the provisions of this executive order except the following which are not allowed to operate:

(a) swimming pools, (b) cockpits (c) bowling establishments/lanes, (d) fitness gyms (e) team sports or sports events (f) movie theaters (f) karaoke (g) beer houses (h) amusement places (i) internet cafes (j) bingo e-games or other gambling houses, (k) massage parlors (l) tattoo shops (m) ukay-ukay, (n) night markets (o) private markets or “taboan”, (p) schools, (q) entertainment related mass gatherings such as but not limited to theaters, cinemas, large concerts, festivals, carnivals, conventions, shows, pubs and bars (r) tourism services including travel agencies, tour operators, reservation services, and related services; hotels are allowed to operate but for the special purpose of providing accommodations for workers [of] BPOs (business process outsourcing), exporters, banks, etc.

Workers, employees and employers shall secure a certification from their employer/establishment that they are in the workforce. Such a certification shall serve as a quarantine pass for travel to and from their work places.

2. Government personnel under the Civil Service Commission (CSC) or those under contract or performing work in contracts with the government shall continue their usual work and are hereby required to implement alternative working arrangement, to impose social distancing between and among employees including their clients and to wear masks or facial coverings;

3. Operations of Restaurants, Coffee shops/Café, Eateries, Fast Food Chains and of similar businesses shall be limited only for take-out and delivery services. Dine-in is not allowed;

4. Malls and other similar establishments are only limited to operate:

a. Supermarkets;

b. Drugstores;

c. Banks;

d. Laundry service;

e. Restaurant for take-out and delivery service;

f. Hardware;

g. Bayad or Billing Center, and Money Transfer businesses;

Malls should limit the entry of the number of shoppers and shall implement mandatory temperature check, mandatory use of masks and alcohol and social distancing. Airconditioning temperature should be set to 26 degrees Celsius and free WIFI services shall not allowed in order to discourage lingering inside the malls.

5. All operational establishments are mandated to implement the no face mask and no quarantine pass no entry policy, shall strictly observe physical/social distancing, provide disinfectant facility(ies), and other preventive measures such as:

a. Only age 21 to 59 with ID and not looking sickly are allowed to enter;

b. Mandatory Temperature check;

c. Mandatory alcohol use/shall provide hand washing facility;

d. Limit the number of people inside the establishment/mall;

e. Provision of masks and gloves to employees.

6. For Construction works the following guidelines and protocols shall be observed:

A. For Manpower Requirements:

1. Discourage inclusion of workers with pre-existing health conditions and who are above 60 years;

2. Mandatory wearing of face masks or facial covering in going to and from the workplace. While at work they shall also be made to wear gloves if their job requires the same.

Workers who violate this rule shall be directed to stop working and leave the workplace. He may be allowed to return only on the next working day.

3. Provision of sleeping quarters for workers to discourage going to and from the workplace and hiring of local workers shall be prioritized.

4. Strict observance of the 1.50 meters social distancing at the workplace and sleeping quarters;

5. Provision of complete amenities, such as comfort rooms, hand washing stations, soaps and disinfectants;

6. Wearing of uniform for easy identification/tracing of workers;

7. Strict compliance with the Construction Safety and Health Program approved by the Department of Labor and Employment, as well as deployment of Safety Officers in the workplace to daily monitor the health conditions of the workers, including but not limited to temperature checks, health checklists, and exposure checklists relevant to COVID-19;

8. Discourage sharing of hand tools and power tools;

9. Regular disinfection at work areas; and

10. Only workers with quarantine passes or work certificates are allowed to report for and render duty;

B. For Equipment Requirements:

1. All equipment necessary for the target activities shall be deployed in the workplace.

C. For Material Requirements:

1. Delivery in bulk is advised to prevent frequent movement of haulers.

The DPWH and City Engineer’s Office are required to issue Certification to accredited contractors and employees for identification purposes.

7. Operation of Rolling Market/Stores:

a. Publicly operated;

i. One government office must carry out the operations of the rolling store, either the EEDMO, GSO, CSWD, CMO

b. Privately operated rolling stores are required to procure a Business Permit and must comply with the provisions on bidding and emergency procurement as mandated in RA 9184;

A. Operators are advised to observe the following policy guidelines:

1. Register all Rolling Market/Store units to the Iligan City Inter-Agency Task Force COVID-19 Operation Center including among others, Operator Name, Plate Nos. and type of vehicles, driver and stall personnel/helper of each vehicle;

2. Driver and staff personnel/helper(s) must have a medical health certificate issued by the CHO;

3. Follow SRP/ freeze price imposed by the Department of Trade and Industries (DTI);

4. Patronize the local agricultural product of local farmers;

5. Operate within the assigned area Register/Check-in and (fill out Incident Command System (ICS) form 211) all operating units at the Incident Staging Area before mobilization;

6. Observe schedule of community quarantine imposed under this Executive Order;

7. Observe social distancing and safety measures during their operations;

8. Report any untoward incident to the Inter-Agency Task Force COVID-19 Operations Center;

9. Coordinate with concerned barangay officials for their operation;

10. Submit weekly Activity Report to the Inter-Agency Task Force COVID-19 Operations Center.

IV. Curfew Hours and Liquor Ban

1. Curfew hours shall be strictly observed by adults and minors from 9:00 pm to 5:00 am effective, Friday 1 May 2020, except for members of the Philippine National Police, the Philippine Army, Marine, Airforce, Coast Guard, Bureau of Fire Protection, SCAA, Medical Personnel, the Philippine Red Cross, City and Barangay Officials and employees on duty or on mission and BPATs, members of the IATF and duly accredited first responders on duty or on a pertinent mission and essential workers, officials and employees of the City Government on duty or mission;

2. Curfew hours and those mandated to follow and comply with the same shall be subject to further notice.

3. Selling and Consumption of liquor or any intoxicating drinks/products is prohibited in any public place until further notice.

V. Home Quarantine Pass and Clustering

1. A centralized Home Quarantine Pass (HQP) will be issued by the Iligan Inter-Agency Task Force for COVID-19. For purposes of accessing basic necessities, only one (1) person per household is allowed to purchase or transact business, payment of bills, and other processes on the scheduled days as identified by the Iligan Inter-Agency Task Force on COVID-19 in accordance to the Quarantine Pass Groupings as provided in number two below. However, in households where there are workers who report outside the home, the quarantine pass may be utilized by another member of the household when the original holder is on duty;

VI. Wearing of Face Masks/covering

1. In public places, such as streets, alleys, plazas, playgrounds, etc., in all business establishments such as restaurants, malls, stores, work areas, offices, etc., the wearing and/or use of face masks and face covering sufficiently and effectively covering their nose and mouth is mandatory for all.

2. No person is exempted from this rule of mandatory wearing of face masks or facial coverings.

3. A person violating this rule shall be arrested and detained for investigation and determination of his health condition and other legitimate basis/purposes. In addition, he/she shall be subject of such civil, administrative fine/action and criminal charge under any applicable law, ordinance, rules and/or regulations.

VII. General Provisions

1. The phrase “current, valid and pertinent Government ID” as used herein means those issued by an official agency of the government – national, regional, provincial city or municipal – preferably bearing the legible photograph and signature of the individual, such as but not limited to, passport, driver’s license, Professional Regulations Commission ID, National Bureau of Investigation clearance, postal ID, voters ID, Government Service and Insurance System (GSIS) e-card, Social Security System (SSS) card, Philhealth card, senior citizen card, Overseas Workers Welfare Administration (OWWA) ID, OFW ID, seamans book, alien certificate of registration, immigrant certificate of registration, government office ID, certification from the National Council for the Welfare of Disable Persons (NCWDP), Department of Social Welfare and Development (DSWD) certification;

2. Patients from other cities or municipalities must seek medical intervention at their respective provincial/city/municipal hospital, facility/local health office. They shall not be accepted as in-patients except for emergencies or life-threatening injuries or requiring special medical care not available in their respective locality. Such patients must have a referral letter and acceptance letter by the receiving physician and facility/hospital.

3. Management of human remains of patients with suspected, probable and COVID-19 confirmed cases shall be in accordance with the DILG and DOH Joint Memorandum Circular No. 01 Series of 2020 (April 16, 2020). The pertinent provisions of which are as follows:

PERSONS CHARGED WITH THE DUTY OF BURIAL:

1. The immediate duty of burying the body of a deceased person, regardless of the ultimate liability for the expenses thereof, shall devolve upon the persons herein below specified:

1.1. If the deceased was a married man or woman, the duty of burial shall devolve upon the surviving spouse if he or she possesses sufficient means to pay the necessary expenses;

1.2. If the deceased was an unmarried man or woman, or a child and left any kin, the duty of burial shall devolve upon the nearest kin of the deceased, if they be adults and within the Philippines and in possession of sufficient means to defray the necessary

expenses;

1.3. If the deceased Ieft no spouse or kindred possessed of sufficient means to defray the necessary expenses, as provided in the two foregoing subsections, the duty of

burial shall devolve upon the City or Municipal authorities;

1.4. The funeral, and burial or cremation of the deceased who died as suspect, probable (PUI) or confirmed COVlD-19 case must be facilitated within twelve (12) hours.

2. Any person charged by law with the duty of burying the body of a deceased person is entitled to the custody of such body for the purpose of burying it, except when an inquest is required by law for the purpose of determining the cause of death; and, in case of death due to or accompanied by a dangerous communicable disease, such body shall, until buried, remain in the custody of the local health board or local health officer, or if there be no such, than in the custody of the City/Municipal Government.

4. Senior citizens, those whose aged are below 21 years, persons with disabilities, pregnant and other vulnerable personalities, shall not be allowed to possess or use home quarantine pass and shall stay at home and/or their residences except when going outside in cases of emergency or absolute and unavoidable necessity such as when seeking medical assistance, reporting for work or in response to a lawful order, mandate or valid written summons from a duly authorized government body or entity;

5. Those aged from 21 years but below 60 years old but who reside with co-morbidities, high risk individuals and other risk factors shall stay and work at home or at their residences except when going outside in cases of emergency or absolute and unavoidable necessity such as when seeking medical assistance, reporting for work, complying with the orders and summons of duly constituted and authorized government officials etc;

6. Motorcyclists are not allowed to accommodate back riders in accordance with the national guidelines on social/physical distancing and applicable traffic rules and regulations;

7. The following health precautionary measures shall be followed and complied with strictly and completely:

a. Postponement of public activities and mass gathering of any kind regardless of size including Church Worship Service shall be monitored by the respective LGU-Barangay Health Emergency Response Team (BHERT);

b. Due to suspension of classes, all students are strictly required to stay home except in emergencies;

c. Practice regular and proper handwashing with soap and running water for not less than twenty (2) seconds or the singing two times of “Happy Birthday” or apply 70% alcohol or hand sanitizer to the hands and other exposed parts of the body;

d. Practice social distancing at least 1-1/2 meters from anyone;

e.Practice cough etiquette by covering the mouth during cough or sneezing using handkerchief, hand, elbow, worn clothes or tissue and dispose of used tissue and cloth properly;

8. All Barangays shall continue to strictly implement social/physical distancing, the wearing of face masks/coverings and provide hand washing facilities in barangay points of ingress and egress;

9. The implementing unit of this Executive Order shall be the AFP/PNP/SCAA/City Mayor’s Task Force on COVID-19/CSU/ICTPMO/CMO-Multi-Task Force/ALTF and Task Force Kalikasan;

10. Workers in the City Government of Iligan shall remain in force pursuant to E.O. 31, Series of 2020. Working hours will be from 8:00 in the morning up to 5:00 in the afternoon;

11. Residents of Iligan City are required to stay at home unless warranted by legitimate and absolutely necessary purpose only.

12. Sunday is declared as DISINFECTION AND FRONTLINERS DAY. Barangays are required to disinfect areas under their jurisdiction. Establishments are also likewise required to disinfect their premises;

13. All borders must be strictly monitored by the Inter-Agency COVID-19 Task Force.

VIII. Penalties/Sanctions

1. A violation of any of the provisions in this executive order shall be penalized under the applicable provision of the Traffic Ordinance of the City of Iligan, Republic Act No. 11332 which penalizes any violation thereof, with a fine of not less than Twenty thousand pesos (₱20,000.00) but not more than Fifty thousand pesos (₱50,000.00) or imprisonment of not less than one (1) month but not more than six (6) months, or both such fine and imprisonment, at the discretion of the proper court, the Revised Penal Code and such other laws, rules and regulations as may be applicable to the violation committed.

2. Administrative fines of not more than P10,000.00 per violation and penalties which may be applicable under the circumstances shall likewise be imposed

3. The liability of a violator/violation under this executive order shall be in addition to that in pertinent laws, ordinances, rules and regulations as mentioned above;

4. Violations, resistance, or disobedience to any provisions of this order shall be subjected to the appropriate criminal, civil, and/or administrative sanctions.

5. Spreading of fake news and such other acts that will undermine the health, safety, security of the public, and the legitimate objectives of the LGU, will be dealt with in accordance to Republic Act No. 11469.

IX. Separability Clause

Separability Clause. – If, for any reason or reasons, any part or provision of this executive order shall be held to be unconstitutional or invalid or ineffectual or legal other parts or provisions hereof which are not affected thereby shall continue to be in full force and effect.

X. Repealing Clause

Repealing Clause. All executive orders, circulars, memoranda, letter of instruction and other issuances of this Office and any and all Iligan City Government departments, sections, offices, etc., and/or any portion thereof which are or may be inconsistent or in conflict with the forgoing executive order are hereby repealed or modified as the case may be.

XI. Effectivity

This Order shall take effect on 1 May 2020 until recalled, set aside, or revoked by the undersigned.
