This has been mentioned by a branch of Rural Transit of Mindanao in Dipolog, as they inform their passengers on Facebook that they can only serve within the borders of a province.

Rural Transit is Yanson Group of Bus Companies’ subsidiary in Mindanao, and is one of the largest bus company in the country.

Lots of their patronizing passengers are hopeful that the General Community Quarantine (GCQ) may resume their normal transport operations. But as they try to get an answer from their Facebook page, the management informed everyone that they can’t go beyond the provincial borders.

“All trips are limited within the province,” says their Dipolog Branch in a comment. “Those buses in Ozamiz are limited up to Sapang Dalaga, while buses from Dipolog are limited to Mutia.”

Their Dipolog Branch had just opened a new route yesterday, Dipolog to Mutia. This adds their service within Zamboanga Del Norte, with their previously opened route, Dipolog to Kalawit.

In other provinces, Rural Transit did open Bonifacio to Sapang Dalaga route for Misamis Occidental, and Pagadian City to Tambulig in Zamboanga Del Sur.

It is most likely that the normal operations might take quite some time, most likely when the GCQ is lifted. Government restrictions had disabled the bus company to operate in normal circumstances as the provinces and cities have been placed under quarantine to curb the COVID-19 Pandemic.
